The Challenge for Mid-Market Distributors
Sverica Partners made a strategic investment in Four Inc. in 2024. That is a long way from what the company was at its founding in 2006, a woman owned, family run 8(a) business that graduated from the program in 2018. Today it operates as a public sector distributor from Herndon, Virginia, aggregating OEM software and hardware for the resellers who actually face the government buyer. The contract stack keeps widening. SEWP VI and NASPO now sit alongside SEWP V, GSA 2GIT and ITES-SW2, and the company added CMMI Services Maturity Level 2 in 2024 and CMMC Level 1 in 2025
Distribution earns its margin on other people's delivery capacity. When Four Inc. puts an OEM onto SEWP VI or NASPO, that sale only turns into a renewal if a reseller somewhere can stand the product up inside an agency that runs on its own clock. This is exactly where public sector software goes quiet. Bought on a vehicle, sat unconsumed for a year, renewed at a discount or not renewed at all. The vehicle count grows faster than the partner bench sitting behind it, and a distributor cannot fix that by hiring engineers it would then have to keep busy between task orders.
