The Challenge for Enterprise Resellers
Bell Canada incorporated Bell Security Solutions Inc. on 27 February 1998 and put it in front of customers in February 2005, headquartered in Ottawa with offices in Toronto, Montreal and Calgary, selling consulting, managed security, and security software and hardware. Two decades later the security business goes to market as Bell Cyber, and its operational centre of gravity has moved to Mississauga, arriving there with the July 2024 purchase of Stratejm, a security as a service firm founded in that city in 2013
Sovereignty is the pitch now. Bell launched Security as a Service on its Canadian cloud in March 2025 with an undertaking that customer data does not leave the country, backed by a Cyber Intelligence Centre staffed around the clock by analysts holding Canadian Industrial Security Directorate clearance, and it added an autonomous security operations centre in September 2025. Read that undertaking closely and it is a staffing commitment wearing infrastructure language. Data residency means Canadian facilities. Clearance means cleared Canadians, and a Montreal or federal account means bilingual ones. Each managed service sale also drags professional services behind it, because migrations, integrations and onboarding are still done by people who have to clear the same bar the analysts do
CWS supplies that labour without ever appearing in front of the customer. Engineers and consultants work under the Bell brand to a single delivery standard, across Canada and the United States, in French for Quebec and Canadian federal engagements and in English everywhere else. Corova runs the commercial layer, scoping the work, producing the quote and tracking the project, so a Mississauga delivery lead and a Montreal account team are working from one file rather than two
