The Challenge for Enterprise Resellers
CDW Canada is Scalar Decisions under another name. In January 2019 CDW Corporation agreed to buy the Toronto solution provider, and on 1 January 2020 Scalar began doing business as CDW Canada. What the deal bought was a security practice rather than a distribution business. The Canadian security operations centre now runs 24 hours a day from Toronto and Calgary with a team based entirely in Canada, and its analysts hold Government of Canada Secret Level II clearance
Clearance is the constraint, and it does not travel. A cleared analyst in Calgary cannot be swapped for an available one in Illinois, so the more than 50 offices CDW operates in the United States are no help on a contract that requires the work to stay inside Canada. The economics make this harder to argue internally. CDW reports its Canadian and United Kingdom operations together as Other, at $2.72 billion of net sales in 2025 against $22.4 billion across the group, which means Canadian delivery capacity is a small line in the parent's numbers and the whole business in this market. Meanwhile the buyers who want most of that capacity, federal departments and hospitals, are precisely the ones who will not accept an offshore substitute

Our engineers deliver under the CDW Canada name, to one standard, across Canada and the United States, and in French where Quebec or Canadian federal contracts call for it. Corova is where the commercial work happens, carrying scoping, quoting and project tracking, so a Toronto account manager and a Calgary delivery lead are looking at the same engagement record rather than two versions of it
