The Challenge for Enterprise Resellers

CGI ended fiscal 2025 with a backlog of CA$31.45 billion, roughly two times its annual revenue of CA$15.91 billion. That backlog is the company in miniature. Work has been sold and scheduled, most of it multi year managed services, and the obligation now is to deliver it from about 400 offices in more than 40 countries under the proximity model that has been the operating principle since Serge Godin started the firm in Quebec City in June 1976

A signed backlog is a staffing promise. In Canada that promise often sits with federal departments and Quebec institutions, where delivery happens in French as well as English, and where the security scope inside a larger transformation programme is rarely big enough on its own to justify a standing bench in every city CGI works from. Security also lands late. An identity migration turns out to need a specialist the local team does not have, or a network segmentation review arrives in a quarter when the cleared engineers are already committed. The model that wins the contract by sitting close to the client is the same model that makes a thin, specialised skill expensive to spread across 400 offices
