The Challenge for Enterprise Resellers
Compugen bought the Ottawa firm SynerSolutions in November 2024. Its distinguishing asset was the ability to meet Government of Canada clearance requirements. A year earlier Compugen had taken CPU Service d'ordinateur and its subsidiary C.P.U. Design in Quebec City, keeping the CPU name on the door. Both purchases point the same direction. A business Harry Zarek started in 1981, assembling computers at home in Toronto while finishing a physics PhD, has spent recent years buying the two capabilities that are hardest to hire for in this country: federal clearance and French language delivery
Neither capability scales the way a product line does. Clearance takes months to obtain and cannot be borrowed from a Toronto bench halfway through a project. Delivery in Quebec is not a translation exercise either, because the client expects the engineer on the call to work in French and to keep working in it when the call goes badly. Compugen's own attestations narrow the field further. SOC 2 Type II covers Managed Services and ISO 27001 covers Integration Services, which means the parts of the company a regulated buyer can safely use are the parts with defined scope and audited controls. Growth in defence, federal and Quebec accounts therefore depends on finding people who fit inside that scope, in a market where every competitor is working from the same short list
CWS is how that short list gets longer. We staff engagements under the Compugen name, hold every engineer to one delivery standard whether they are working from Ottawa, Quebec City or Houston, and run the work in English or French as the contract dictates. Scoping, quoting and project tracking live in Corova, so a federal engagement produces the same evidence trail as a commercial one

Why This Matters for Compugen
SynerSolutions and CPU bought Compugen capability, not capacity. The clearance requirement and the French requirement will keep binding for as long as Ottawa and Quebec City sit on the target list, and a fourth acquisition is a slower fix than a bench that already works to your standard
