An audited scope is a promise about who does the work, not only how it is done. Anyone touching those services has to sit inside a documented Statement of Applicability, be evidenced against it, and still be defensible when an auditor asks a year later. Surge capacity gets genuinely awkward under that rule. Long View cannot answer a heavy quarter by pulling in whoever happens to be free, because the subcontractor lands inside the audit boundary, and the report is what the national banks and airlines it names as clients are actually buying. Stretch the same problem across a footprint running from Victoria to Amsterdam and the scheduling gets harder before it gets easier
