Utilities make a peculiar customer. Their systems are regulated, their change windows get negotiated months ahead, and the operational technology behind the customer portal is not something a Salesforce practice is built to secure. rSTAR connects billing, metering, field service and CRM, which is precisely the layer an attacker would want to sit in. Winning that work is straightforward with Exelon on the reference list. Attaching the security review a utility risk committee will demand is not, because the engineers who would run it are the same people delivering the integration, and capacity is already split between Westmont and Noida. Declining the security scope is the path of least resistance, and it hands the account's next conversation to somebody else
