The Challenge for Mid-Market Resellers
The company opened in 1983 as Government Technology Services, traded publicly as GTSI Corp for years, and became UNICOM Government in 2013 after UNICOM Global bought it in June 2012 at $7.75 per share in cash. From Chantilly, Virginia it now sells to civilian agencies, the Department of Defense, the intelligence community, state and local government and healthcare, and its route to those buyers runs through multi award vehicles, including the OMNIA Partners award it picked up in 2024
Multi award means the contract is a license to compete, not a book of business. Every task order under a vehicle like that is a fresh fight against other awardees who can quote the same manufacturers at broadly the same numbers, and once price stops separating anyone, evaluators move to how the work will actually be performed and by whom. That is a services answer coming from a company whose history is product. Then add the spread of customers. Cleared people for one part of the base, healthcare workflow familiarity for another. OMNIA now adds state and local buyers who play by none of the same rules. Holding all of that on payroll against a pipeline that arrives in bursts is an uncomfortable bet for a subsidiary carrying a parent's margin expectations
CWS takes the delivery side of that. Engagements are staffed and run under the UNICOM Government name, held to one standard no matter which agency or vendor stack is involved, and available across the United States and Canada in English and in French where Quebec or Canadian federal work calls for it.
